Notice of the General Office of the State Administration for Industry and Commerce of the People’s Republic of China on Doing a Good Job in the Registration of Emerging Industries and Using the Newly Revised Classification of National Economic Industries.

The administrative bureaus of industry and commerce and market supervision departments of all provinces, autonomous regions and municipalities directly under the Central Government:

In order to implement the spirit of the 19th National Congress of CPC, deepen the reform of the commercial system, implement the requirements of the Notice of the State Administration for Industry and Commerce of the People’s Republic of China (SAIC) on Further Regulating and Standardizing the Management of Enterprise Registration (office [2018]No. 1), further optimize, upgrade and expand the reform achievements of registration facilitation, and support the development of emerging industries, the relevant work for doing a good job in the registration of emerging industries and using the newly revised classification of national economic industries is notified as follows:

1. Actively do a good job in the registration of emerging industries

  • The business scope reflects the content and direction of business activities of market participants. The departments of industry and commerce and market supervision around the country should take the initiative to adapt to the new situation of new industries and new state, and actively pay attention to industrial hot spots and enterprise needs. When dealing with the registration of market participants (including enterprises, individually-owned business, farmers’ professional cooperatives, the same below), for some emerging industries that have social needs, benefit the economic development and have basis of policy documents and professional literature, we should support the expression of enterprise name and business scope based on the local actual situation and support the development of emerging industries. For emerging industries that exceed the classification standards of the Classification of National Economic Industries, we should actively consult with relevant departments to clarify the classification of emerging industries and the description of the business scope, and make clear the guidelines for industry access. SAIC has combed some emerging industries, forming the Guidance Catalogue of Emerging Industry Classification (2018 Edition). Please carry out the registration work with reference to this catalogue based on actual situation.

2. Conscientiously do a good job of the code-switching of new and old industries

  • 2017 Classification of National Economic Industries (GB/T 4754—2017) was implemented on October 1st, 2017. In order to ensure the consistency of registration of market subjects and relevant statistics and summary data standards, the registration authorities at all levels should use the new standard in the registration of market subjects and synchronize the new standards when reporting the data to the general data center from June 1st, 2018 on. Local registration authorities around the country should convert the historical data like the industry code and related information of the market subjects registered before June 1st, 2018 in the registration database according to the new standard. If there are any changes in the names and contents of the categories marked by the code, it is necessary to synchronize the changes in the data conversion, or check and adjust the relevant information when the enterprise applies for a change, so as to ensure the consistency and integrity of the industry code with the category name and content. The conversion of historical data will have been finished before June 30th, 2018.
